Workplace Safety and Health Management Structure
To achieve the goal of "zero occupational accidents, low risks, and establishment of a top quality safety and health workplace", TS Holdings and its subsidiaries have formulated the TS Holdings Occupational Safety and Health Policy, and strictly abide by occupational safety and health laws and the international occupational health and safety management system ISO 45001. The PDCA (Plan-Do-Check-Act) circular management structure is used to eliminate occupational safety and health hazards, reduce operational risks, and build an intrinsically safe and healthy working environment to achieve a "friendly and healthy" workplace.
The banking, life insurance, and securities subsidiaries have established internal establishment regulations in accordance with the Regulations Governing Occupational Safety and Health. The regulations clearly stipulate the composition of the committee (more than one-third of labor representatives), the term of appointment of committee members (2 years), and the review matters. The committee convenes quarterly meetings to report the implementation progress to the management team. In the event of material issues, it shall immediately be reported to the President to ensure that the effectiveness of occupational safety and health promotion is supervised by the highest level of management. The proportion of labor participation is actually exceeds the statutory one-third requirement, demonstrating the determination of labor and management to joint decision-making. Through risk identification, education and training, and promotion, we continue to cultivate a culture of safety and uphold our commitment to workplace safety that goes beyond legal requirements.
TS Holdings is committed to building a safe and healthy occupational safety environment and actively promotes the adoption of the ISO 45001 Occupational Health and Safety Management System across all Group subsidiaries, to demonstrate our commitment to occupational safety that goes beyond legal requirements.
Since obtaining ISO 45001 certification in 2020, Taishin Bank has expanded its coverage to include a total of 8,877 employees and contractors (a coverage rate of 88%). The also passed the third-party external audit by BSI again in 2025. Internal and external audits were also carried out that year. In addition, Taishin Bank has further integrated the three international standards of ISO 45001 (Occupational Safety), ISO 14001 (Environment), and ISO 50001 (Energy), maximizing management performance through the Plan-Do-Check- Act (PDCA) cycle. In terms of SKL, the scope of management was expanded to all branches and contractors across Taiwan starting in 2023. Furthermore, we have implemented the dual certifications of ISO 45001 and the Taiwan Occupational Safety and Health Management System comprehensively, achieving a coverage rate of 100%. Internal and external audits were implemented in 2025, ensuring that all business units and partners are included under a consistent management framework.
To implement this management framework, the Group entrusts professional contractors to conduct rigorous inspections of building safety facilities, fire-safety equipment, lighting, and carbon dioxide concentration to ensure personal safety through protective facilities. In terms of environmental sanitation, we regularly conduct water quality inspections, environmental cleaning and disinfection, and implement daily maintenance of shared equipment such as refrigerators and dining equipment. Through a dual-track management mechanism, TS Holdings has created the highest quality and most secure office and service space for all employees and visitors.
Workplace Risk Identification and Assessment Process
In order to protect the safety and health of employees and to provide a safe and healthy workplace, occupational safety and health management personnel conduct environmental risk assessment and hazard identification in the workplace. Through management procedures such as hazard identification and risk assessment, regulatory review, internal audit, management review, and safety and health correction operations, they identify potential hazard factors that may cause personal injury or accidents in various operating activities and facilities, continuously identify and evaluate hazards, and implement necessary control measures for unacceptable risks that have occurred or may occur, so as to meet the requirements of continuous improvement of the occupational health and safety management system. The on-site medical staff conduct Framingham cardiovascular disease risk assessment for employees, identify the hazards of the four major plans for labor health protection (abnormal workload, ergonomics, maternity, and illegal infringement), and generate a TS Holdings health risk matrix, in order to establish workplace health and safety standards and create a friendlier workplace environment.

Nurses actively remind employees to Health re-examination is required, undergo regular checkups and followed up on the recovery progress. Furthermore, these employees may have their conditions evaluated, arranging onsite doctor consultation services advised and explained by medical specialists.

- TS Holdings has an "Abnormal workload-induced disease prevention program" available to assess and manage the health conditions of stressed workers within the Company.
- Provided on-site physician consultation, mental health education counseling, and cooperated with many units such as Teacher Chang Foundation, Tip Top EAP Co., Ltd., Taiwan Institute of Psychotherapy, Metamorphosis Counseling Center, and Double Good Counseling Center to provide free psychological counseling services.

Monitoring of the Work Environment

- TS Holdings complies with Occupational Safety and Health Act and conducts indoor CO2 and luminance measurements once every six months. A total of 620 workplaces were monitored and measured in 2025 to ensure that work activities were not exposed to excessive levels of risk.
- TS Holdings also measures temperature and humidity at large server rooms. Alcohol thermometers are placed at branch server rooms to monitor changes in temperature and humidity.
- Renovation contractors are instructed to duly comply with the Noise Control Act and Noise Control Act Enforcement Rules throughout the construction period, and take constant care of protecting the work site and surrounding environment.

Ergonomic Hazard Prevention Program

- By applying ergonomics knowledge, Taishin aims to prevent employees from suffering occupational injuries and illnesses (such as muscle/bone injuries, ergonomic hazards etc) due to prolonged exposure to ill-designed work environment, repetitive actions, incorrect posture, and improper work hours.
- Customized subjects (such as service counters) are produced according to schematics; the sizes of which are designed based on business and ergonomic requirements.
- Taishin also purchases office equipment and supplies that feature ergonomic design wherever possible.

- By applying ergonomic principles, we set up facilities that comply with ergonomics, prioritize the procurement of ergonomic products, and provide relevant in-person and digital courses to help employees prevent work-related musculoskeletal injuries or ergonomic hazards due to poor working environment, repetitive operations, or poor posture.

Workplace Certification

- TS Holdings obtained the Taiwan iSports Certification in 2016, and since 2017, a professional team had conducted physical fitness examinations for employees. A total of 93 people have participated in testing in 2025.
- Received the "Influenza Prevention Alliance Award" of the Enterprise Pandemic Prevention Alliance presented by the Taiwan Centers for Disease Control, Ministry of Health and Welfare from 2019 to 2025, and won the "Influenza Prevention Alliance Award

Smoke-free Workplace

- Smoking by employees or business partners is prohibited anywhere within office premises nationwide. The Company's smokefree policy and implications of the Tobacco Hazards Prevention Act are communicated to employees through occupational safety and health training courses.
Environment, Health and Safety Assessment
- Appointed workplace physicians, nurses, and occupational safety personnel regularly conduct environmental assessments of the workplace, and further provide employers with information on employee occupational safety that employers shall pay attention to, as well as suggestions for improvement in workplace planning and equipment arrangement
